The only argument against disallowing bank CEOs from being members of the Fed board is that who knows better what tricks the banks are playing than the CEOs. The problem lies with getting an honest broker, who will provide the information about how banks are defrauding the system, without influencing the system for their own profit. What the concentration of wealth also does is make it possible for a small number of people/entities, to make colossal mistakes. If the majority of the Wall St. banks move to one side of a trade that turns out to be wrong, there is too much of the overall wealth ($Trillions) of the country on the losing side. It really does come down to "Too big not to fail, eventually." If so much wealth wasn't on? the wrong sides of CDS', etc., we wouldn't be in this horrendous recession, etc.
