Kind of, there is "commerce" in your options and your able to put any items on you up for sale at any time,? and you are able to purchase items from anywhere at anytime as well, you just have to go to a certain NPC to pick up the Items or gold... I know the NPC for Hoelbrak is right outside the city, I'm not sure where the others are located... It's actually much better than AH because of convienence.
