No problem. Basic birth control is pretty damn cheap for the relative 'enjoyment' value you get out of it. So I don't have a whole lot of sympathy for most (again, MOST) people whom would only use free birth control. But whatever I feel about the idea in principle, practicality? must reign. And free birth control is easily the best solution, and when you compare the cheapness of this with the alternative... it's a pretty damn good deal, even from a purely budgetary point of view.

From what I understand, not being a constitutional lawyer, it should be against the 1st Amendment.
